Options for a safe NW frontage road

Sandra Means, staff, and I met with John Wade and area businesses to offer options to ensure public safety on the NW frontage road.  Staff suggested 5 options, all of which ensured a sidewalk would be constructed in this area already suffering from a lack of connectivity.  Sandra and I made it clear that neither of us will tolorate redlining this poorer area of town.

To review; this area has 700 employees, 4 restaurants, developable land, a business school, and is bookended with a huge number of low income housing units.  There are no safe pedestrian routes today.  The meeting was productive.  Not a single person spoke in favor of the position articulated by the Chamber’s press release suggesting a 3 mile detour for pedestrians.

The city will need 5 councilmember votes to proceed with the project.  This policy is consistent with practices throughout the city.

 OPTIONS:

1. Construct the Project and sidewalks in 2013 and assess the costs for 10 years beginning in 2014.

2. Construct the Project and sidewalks in 2013 and defer the sidewalk assessments until 2016 and assess for 7 years.  No inflationary adjustment. Execution of Pedestrian Facility Assessment Agreement required.

3. Defer the entire Project including the sidewalks until 2016 and construct the improvements concurrent with the relocation of the north end of the frontage road. Inflationary adjustment included the assessed amount. Execution of Pedestrian Facility Assessment Agreement required.

4. Construct the Project without sidewalks in 2013 and defer the construction of sidewalks until 2016 and begin the deferred sidewalk assessments in 2017 for 10 years.  Inflationary adjustment included the assessed amount. Execution of Pedestrian Facility Assessment Agreement is required.

5. Construct the Project without sidewalks in 2013 and defer the construction of the sidewalks for 5 years (2018) or concurrent with the time a Site Development Plan is required for changes to the Property. Inflationary adjustment included the assessed amount. Execution of Pedestrian Facility Assessment Agreement is required.  Assessment period is one (1) year if City constructs the sidewalk in 2018.
