Goal: Focus on high quality workforce housing developments with integrated ownership.

Grade: A+

Comments: The best was saved for last.  Many of you might not have read much about this in other media or heard it reported on television or radio, but this was one of the top story lines of 2010.  For those of us that want progressive policies that help neighborhoods and improve lives; this was a home run.  Contrary to the beliefs of some paid lobbyists, cheap housing is NOT affordable housing. Goal: Neighborhood design and development standards

Grade: C

Comments:  Until about December this wasn’t moving and it hurts neighborhoods and developers.  Neighborhoods are at risk of poor development standards.  Developers don’t have good guidance to start from and run into neighborhood opposition.  I will limit my sympathies a little because we have had some real ugly development force through using zoning tricks.

I am committed to getting the IK neighborhood zoning done and approved in 2011, I would also like to see similar zoning for Uptown.  The downtown masterplan calls for form based zoning.  There has been some conflict about who is slowing the process, the neighborhoods or planning.  To be clear only one of these groups gets paid to get zoning work done.  That group needs to lead the way and get this done.

Goal: West on 2nd Street planning

Grade: B

Comments:  Really good progress here for the neighborhood nicknamed “Uptown.”  In 2010, I met with dozens of business / property owners and got their input and buy in.  I also spoke with residents in the area and hope to organize them as a neighborhood association.  Uptown is not a new project, but an organization a number of rehab and investment projects that are already planned or needed.  Unlike other projects that took place on South Broadway or is proposed at 65th street, the uptown project is not creating new expensive and unneeded infrastructure.

Funding for the street portion of the project is included in the sales tax reauthorization.  In 2011, planning work should continue.  Hopefully we can do a zoning overlay to guide development in the right direction.

Goal:  Create a City Energy Baseline

Grade: B

Goal: City Wide broadband

Grade: C-

Comments: Well, I tried, but that was a well connected bunch.  Guess what… Charter Communications opposed this…  At the end of the day our monopoly provider continues to bleed money out of Rochester for overpriced services.  What can we do, but continue to give them whatever they want?  For most of us there is no competition. Goal:  Move towards real time pricing at RPU

Comments:  Well to be fair I just didn’t get much done in this area and that is too bad because the potential benefit for our local economy is huge.  Real time pricing means that we pay the actual cost of electricity at the time we use it.  Read the rest of this entry »
